Created by Charles Goodnight for the benefit and protection of cattle ranchers against rustlers in 1880, the Panhandle Stock Association hired inspectors, detectives, and attorneys to arrest and prosecute rustlers. Additionally, they rewarded those who apprehended cattle thieves. Charles Goodnight is best known as a cattleman and co-founder of the Goodnight-Loving Trail to bring cattle from Texas to market in New Mexico.
